1993年初克林顿政府上任之际，美国联邦政府正陷于空前规模的财政赤字之中。这是在此之前里根——布什数届政府长达十二年的依赖财政赤字去刺激经济发展的政策所留下的苦果。1992年美国联邦政府赤字已高达2904亿美元，1993年预计将达到3220亿美元。
