2007年岁末至2008年年初,一场罕见的低温雨雪冰冻天气突袭中国南方十余省区的广袤大地。一时间引起交通、电力、能源、食品的全线告急。后经中央协调,胡锦涛总书记和温家宝总理的亲切关怀和亲临一线指挥,以及全国人民和海外同胞的大力支持,迅速化解了危机,缓解了灾情,取得了抗灾救灾的重大胜利。但是,灾害过后,检视灾情由发生到救助的全过程,也留给我们诸多的反思与警示。为此,中共桂林市委党校经济管理学教研室、科研处、教务处联合组织部分教研人员就抗灾救灾的经济学、公共管理学、生态学、社会学等领域的启示意义作了相应的探讨。现将研讨时的部分发言节录于后,以求正于方家学者。
From the end of 2007 to the beginning of 2008, a rare low-temperature snow and freezing weather raided the vast land of more than ten provinces and autonomous regions in southern China.
