河道整治工程是黄河防洪工程建设的重点项目,工程建设的质量直接影响着抗洪强度。为完善工程质量检查与质量评定方法,实现工程质量检查与评定工作规范化、标准化,1998年黄委会制定印发了《黄河防洪工程施工质量评定规程(试行)》。水利部《堤防工程施工规范》(SL260—98)颁布后,黄委会以黄规计[1999]63号文对委颁《规程》作了相应修改,
