我省确定从2001年1月1日起,新下岗职工不再进中心,新的减员要通过依法解除劳动合同,进入劳动力市场实现再就业。2000年底,我省在中心的下岗职工有20多万人,对这部分下岗职工不能一“并”了之,简单并轨不仅失去政策连续性、严肃性,而且失业保险不能承受、职工难以接受。从省直企业情况分析,并轨过程中应做好以下工作。一、整体推进企业改革。计划经济时期实行的低工资、广就业政策.使企业普遍存在富余人员,随着经济市场化,富余人员成为下岗职工。国有企业在市场化进程中要摆脱困境、求得发展就必须推进企业改革。解决下岗问题,解决下岗问题会
