占国土面积一半以上的我国西部沿边地区,主要包括黑龙江、内蒙古、甘肃、新疆、西藏、云南、广西等7个省区,与周边10多个国家毗邻。当改革的大潮自东向西滚滚而来的时候,西部地区打开国门,开始结束封闭、半封闭状态,加快了走向开放的步伐。与此同时,我国经济比较发达的东部沿海地区和西部地区开始互相开放,横向经济联合架起一座沟通东、西部的桥梁。东部的资金、技术、人才向西流动,西部的资源频频支援东部建设,加工工业区和资源富足区优势互补,互利互惠,东、西部从这种区际分工中尝到了一些甜头。然而,由于历史的、地理的、文化的等方面原因,同东部相比,西部沿边地区至今仍处于贫穷落后的状态(黑龙江省情况好一些)。
China’s western border areas, accounting for more than half of the country’s land area, mainly include 7 provinces and autonomous regions including Heilongjiang, Inner Mongolia, Gansu, Xinjiang, Tibet, Yunnan and Guangxi, and are adjacent to more than 10 neighboring countries. When the tide of reform rolled away from east to west, the western region opened its door to the country and began to end the closed and semi-closed state and accelerated the pace of opening to the outside world. In the meantime, the eastern coastal areas and the western areas, with their relatively developed economies in our country, have started to open up to each other and the horizontal economy has set up a bridge linking the east and the west. The capital, technology and talents in the east are flowing westward. The resources in the west frequently support the eastern construction. The processing industrial zones and the resource-rich zones complement each other and enjoy mutual benefits. The eastern and western regions have tasted some benefits from such inter-regional division of labor. However, due to historical, geographical and cultural reasons, the western border areas are still in a state of backwardness and poverty (Heilongjiang Province is in a better condition) than the eastern part.
