(一)规定本省各县,除有特殊情况者外(也须报省批准),一般均须于十一月间召开首次县人民代表会议,以讨论布置冬季工作,使工作能密切联系群众。(二)为了开好人民代表会议,省、县两级领导机关及负责干部,对于人民代表会议这一人民民主专政的最好的联系群众的组织形式和制度,首先必须有充分的认识和足够的重视,并积极参加和主持这一工作,必须认识:人民代表会议,是人民政府联系群众、推动工作、克服官僚主义最好的工作方法:是人民政府布置和检查工作、贯彻政策最有效的手段:而绝对不是我们工作之外的或上级交给的一种负担。
