辽阳灌区始建于20世纪60年代,经过50多年运行,大多数工程需维修改造,并且水价不合理,管理制度落后均严重影响灌区的发展,粮食的增产,因此实行水价综合改革势在必行。简单介绍了辽阳灌区的概况,分析了灌区目前存在的主要问题,指出了实行水价改革的必要性,提出了水价改革目标及改革措施,并且根据灌区实行节水改造试点地块运行监测数据测算了灌区的综合水价,并分析了测算水价的合理性,可行性,及水价改革的经济社会效益,最后提出了作者对水价改革的一点建议。随着“中央一号文件”的出台,决定积极推进水价改革,目前我国灌区水价改革处于摸索探索阶段,本次试点改革将为今后辽阳灌区全面实行水价改革提供准确技术支撑及为同类地区提供参考。
Liaoyang irrigation area was built in the 1960s. After more than 50 years of operation, most of the projects need to be rebuilt and the price of water is unreasonable. The backward management system has seriously affected the development of irrigation districts and the increase of grain output. Therefore, it is imperative to implement the comprehensive water price reform . This paper briefly introduced the general situation of Liaoyang Irrigation District, analyzed the main problems existing in the Irrigation District, pointed out the necessity of implementing the water price reform, put forward the target of water price reform and the reform measures, and calculated according to the operation monitoring data of the water- The integrated water price in the irrigation area and the rationality and feasibility of the water price calculation and the economic and social benefits of the water price reform are analyzed. Finally, the authors put forward some suggestions on water price reform. With the promulgation of “Document No.1 of the Central Government”, it is decided to actively promote the reform of water pricing. At present, the water pricing reform in China’s irrigation districts is in a groping stage. This pilot reform will provide accurate technical support for the full implementation of water pricing reform in Liaoyang Irrigation District and provide reference for similar regions .
