一、89年度业务计划在88年8月发表的防卫白皮书中,明确地提出了“正面袭击、先发制人”的设想,陆上自卫队正计划装备能适应这种作战指导思想的各种新型武器。目前看来,已略有端倪。
I. 89 Annual Business Plan In the White Paper on Defense published in August 1988, the concept of a “positive attack and a preemptive strike” was clearly put forward. The GSDF is planning to equip various new types of weapons that can adapt to this operational guiding principle. At present it seems a bit clumsy.
