中共十八届四中全会是改革开放以来历次党的全会中,以“依法治国”作为主题的第一次。十八大至今,在习总书记的治国理政思路中,“依法治国”是贯穿其中的红线。习总书记强调,依法治国是党领导人民治理国家的基本方略,法治是治国理政的基本方式。这意味着作为执政党的中国共产党必须进一步加强在法治框架下的执政能力建设,政府必须坚持推进法治政府的建设,党和政府要在社会主义建设的实践中全方面推进法治建设,
The Fourth Plenary Session of the 18th CPC Central Committee is the first time that the theme of “governing the country according to law” has been held in plenary sessions of all the parties since the policy of reform and opening up was carried out. Since the 18th National Congress of the Communist Party of China, in the thinking of General Secretary Xi on governing the state and administration, “governing the country according to law” is the red line running through it. General Secretary Xi emphasized that ruling the country according to law is the basic strategy for the party to lead the people in governing the country and that the rule of law is the basic form of governing the country. This means that the CPC, as the ruling party, must further strengthen the building of its governance capacity under the framework of the rule of law. The government must consistently promote the building of a government under the rule of law. The party and the government must comprehensively promote the building of the rule of law in the practice of socialist construction,
