涞水县农业局局长张成患有双腿股骨头坏死,2003年3月出院时,医生忠告他至少要在家平卧静养3个月。抗击非典战役打响后,他忍着钻心的疼痛,冒着可能瘫痪甚至危及生命的危险,婉言谢绝了家人和亲朋的劝告,主动向县委领导递交了请战书,走上抗击非典的最前沿。他来往于农业局所包的3个乡镇12个村之间,坚持与局里其他包村干部一道并肩作战,与群众同吃同住同监控,督导各项工作落实。他积极协助乡镇创立了农村基层党组织、农村党员、群众联防组相结合的网式防治法,发动农村老党员及有一定威望的离退休老干部成立监督小组,对外出返乡人员进行监督。
