本文总结了中国大连社会福利制度研究的背景、实施情况及影响,该项研究旨在提高失业人员最低生活保障制度的效率与公平。尽管该项个案研究所涉及的范围很有限,但它的影响却是极为广泛的。从社会和经济两个方面来讲,中国目前正处于转型时期,在转型过程中社会福利制度的改革是一项重要任务。作为政策研究与政府行为的结晶,大连社区公共服务社的建立,就是中国社会福利制度改革的成功案例。从这个意义上来讲,该项研究对整个中国的社会福利制度改革都具有重要意义,同时,也为其他处于转型时期的发展中国家提供了可资借鉴的经验与教训。
This paper summarizes the background, implementation and impact of the research on the social welfare system in Dalian, China, which aims to improve the efficiency and fairness of the minimum living standard for the unemployed. Although the coverage of this case study is very limited, its impact is extremely extensive. In terms of both social and economic aspects, China is currently in a period of transition. The reform of the social welfare system in the process of transformation is an important task. As a result of policy research and government actions, the establishment of Dalian community public service agencies is a success story of the reform of China's social welfare system. In this sense, the study is of great significance to the reform of the social welfare system in China as a whole. At the same time, it also provides some lessons learned for other developing countries in their transitional period.
