警政为清末新政重要内容。山东州县警察机构在清末新政时期已基本建成简单的科层制官僚体制,机构建设已粗备体系。山东州县警费主要通过官府拨款和自筹经费解决,以自筹经费为主。清末,地方财政拮据,这影响着警察职能的发挥。山东州县警察无法全然承担城市管理部门的职责,更多的系传统治安功能的延续。
Police politics is an important part of the New Deal of the late Qing Dynasty.
