银行在发放贷款的同时,要求借款企业在其存款帐户中保留一定比例的支付保证金是商业银行的通常做法。目前国内一些商业银行早已采纳了这一办法,我行1995年制定的《中国银行贷款暂行规定》对我行实行贷款支付保证金制度也作了明确的规定。但在实施中有许多具体问题仍有待于探讨和解决。1、实行贷款支付保证金办法的作用与意义。从直接作用上看,该保证金最低限度是用于企业借款后的付息,可直接避免现在部分借款企业支付贷款利息要靠银行再发放贷款才能解决的问题。同时也相应提高了银行贷款的安全性。间接作用是贷款支付保证金办法的实施明显增
