新一届国会换了共和党面孔,共和党的优势却并不突出;国会与白宫、共和党与民主党的冲突将呈现新态势。美国共和党通过去年的中期选举控制了国会两院,这是40年来头一次。随着1995年1月4日第104届国会开幕,共和党人摩拳擦掌,准备施展自己的政治抱负了。未来两年美国政治的基本脉络将是,一方面共和党国会将积极提出并推进其政策方案,以争取政治上的主动权;另一方面克林顿的白宫和国会民主党人将既对共和党方案作出反应,又不断提出自己的计划,以恢复政治主导地位。
