(早在1988年前苏联就着手开辟免税经济区作为经济改革的内容之一。苏科学院远东研究所经社问题研究室主任谢尔盖·马尼日夫根据近几年的实践,总结了这方面的经验和问题,虽然苏联已解体,但签于当前我国积极开展对独联体贸易,因此,了解这方面的情况,对我们可能有所参考价值。特此摘译如下:)在80年代中期,世界上已有500来个不同类型的免税经济区,其中有免税过境区、出口加工区、免税工业区。免税经济区对苏联来说是新鲜事物,但在当今世界算不上创新。苏联建免税经济区的目的是想借签众多国际经验刺激民族工业和参与世界经济活动。1988年9
