我国是世界上建坝第一大国,小型水库大坝的安全是我国大坝安全管理的薄弱环节,我国小型水库大多建于20世纪50～70年代,安全问题十分突出,每年汛期小型水库出险、溃坝事故时有发生。大坝不是一劳永逸的建筑物,如何管理好这些旧大坝?在美国曾有人提出一种拆坝的舆论,引起许多相关人士的关注,让我们来看看美国是如何管理陈旧大坝的?
China is the largest country in the world in which dams are built. The safety of dams in small reservoirs is the weakest link in dam safety management in our country. Most of the small reservoirs in our country were built in the 1950s and 1970s. The safety problems are very prominent. Dam failure occurred from time to time. The dam is not a once-and-for-all building. How to manage these old dams? In the United States, there was a proposal of public opinion about dismantling a dam that has aroused the concern of many stakeholders. Let us see how the United States manages old dams.
