European Commission Brussels 28 November 2013 Final No. 813 (Full text) [SWD (2013) 471 final) {SWD (2013) 472 final} {SWD (2013) 493 fina} Explanatory Note 1 Background to Propose Proposals Europe is strong in technology and innovation and has the potential to become the dominant power in the world. Striving for the quality of research is not only the goal of researchers, but it also brings returns to the public and individuals. However, when compared with some major trading partners (especially with the United States and Japan), it has been found that the overall EU research and development (“R & D”) is not entirely commercial. Sub-optimal investments in research and development can have a negative impact on the introduction of new products, methods, services and know-how.
