全省审计系统精神文明建设工作会议通过了“九五”创建意见。《意见》指导思想是:坚持以邓小平建设有中国特色社会主义理论为指导,坚持党的基本路线和基本方针,坚持以人为主体、以提高审计队伍整体素质为根本、出色完成审计任务为中心,以加强科学管理为保证的建设文明审计系统基本思路,围绕培育“四有”审计干部、树立审计形象这个主题,大力加强思想道德建设,大力加强审计教育培训,大力加强群众性创建活动,大力加强创建工作领导,切实落实党的十四届六中全会精神和《湖北省社会主义精神文明建设“九五”规划》,把全省审计机关和直属单位建成文明、高效、廉洁的审计系统。《意见》还提出了全省审计机关及直属单位社会主义精神文明建设的主要目标:
