行政文化是一个多层次的、复杂的概念。我国的行政文化面临着传统的落后的行政文化与先进的行政文化之间的冲突,主体价值观念上的文化茫然的现状;同时,行政文化主体行政行为失范,导致行政文化畸形发展;行政文化建设缺乏系统性和计划性。行政文化的现状决定了其现代化的过程要在明确的现代化的目标引导下,依据马克思主义的指导思想,全方位、系统的建设,同时要积极继承传统和吸取西方先进的行政文化。
