科学发展观要求以人为本,统筹城乡发展,缩小城乡之间、区域之间公共服务差距,切实实现好、维护好、发展好最广大人民的根本利益,促进经济社会的全面发展。党的十七届三中全会强调,当前农业基础仍很薄弱,最需要加强;农村发展仍然滞后,最需要扶持;农民增收仍然困难,最需要加快。调整财政支出结构,扩大公共财政覆盖农村的范围,完善村民一事一议筹资筹劳办法,健全农村公益事业建设机制,采取以奖代补等形式,鼓励和支持农民广泛开展小型农田水利设施、小流域综合治理等项目建设,充分发挥农民主体作用和首创精神,促进农业发展和农民增收,
The scientific concept of development requires a people-centered approach to overall urban and rural development, narrowing the gap in public services between urban and rural areas and between regions, effectively realizing and safeguarding the fundamental interests of the overwhelming majority of the people and promoting the all-round economic and social development. The Third Plenary Session of the 17th CPC Central Committee emphasized that the current agricultural foundation is still weak and most in need of strengthening.
