“饮水难”是茂名市老区“五难”中最突出的难。全市有9个老区镇和不少老区村庄,地处油页岩、石灰岩和红砂岩、花岗岩分布的地层,前两个“岩”的渗透水对人民的健康危害极大,后两个“岩”基本上不是含水层,造成严重缺水;此外还有高氟区,工业污染水分布也很广泛。老区饮水问题是关系老区人民生活的一件大事。20世纪90年代以来,曾解决了一批突出问题,但由于资金和认识上的局限,多数老区村庄没有解决,因此
