位于南海之滨的澳门,在葡萄牙人居住四个半世纪统治150年之后,将于今年12月20日回到祖国母亲的怀抱。回归之前,澳门特区政府的筹备、政府高级公务员的本地化、法律本地化等大量艰巨繁重的任务,都在紧张进行之中。1996年初,武汉大学法学院教授黄进受澳葡政府立法事务办公室聘请,赴澳担任其高级技术顾问,去年12月返回武大履职。在近3年时间内,他亲身参与了澳门法律本地化的进程。最近,笔者为此专门采访了黄进教授。
