The founding of the PRC arrived at the beginning of the “Cultural Revolution”: From Stability to Confusion In the early days of the founding of the People’s Republic of China, traffic accidents were chaos and traffic accidents occurred at a high frequency because of obsolete railway equipment, poor staff quality and absence of rules and regulations. On January 23, 1950, a train collision occurred at Citibank Station in Jinpu Line, killing and wounding 62 people. This was the first major casualty of passenger trains in New China. Catastrophic accidents become a catalyst for institutional innovation.
