“刚性”是相对于“弹性”而言的,指的是某一事物的固定性或在变动方向上的不可逆性。本文所指的‘“职务刚性”是对现实干部人事制度中某些干部“能上不能下”、“能官不能民”现象的学理性描述。推行国家公务员制度一个核心思想就是建立激励竞争、能上能下、新陈代谢的干部?
