二十世纪九十年代之时,我国高校管理体制曾经做出过大幅度的调整,自此之后,我国高校形成了一种中央与地方政府两级进行同时管理的新型管理体制。并且,这种管理体制是以地方政府的规划统筹管理为主的。由于这种调整,从而使得不少的地方高校的财政日渐窘迫,学校没有固定的收入来源,财政上又缺少支持,因此高校在发展上也受到了一定的限制。面对这种局面,我们应当探索地方高校与当地社会经济发展相辅相成共同获利的创新性途径和方式,这无疑是使得地方高校走出困境,并促进当地经济发展的双赢选择。本文将会以黑龙江省高校为例详细阐述地方高校如何服务区域经济发展的相关战略选择及实践问题。
Since the 1990s, the management system of colleges and universities in our country has made drastic adjustments. Since then, our country’s colleges and universities have formed a new management system that is managed at the same time by the central and local governments. And, this management system is based on the planning and management of local government-based. As a result of this adjustment, many local colleges and universities are increasingly distressed in their finances. Schools have no fixed source of income and no financial support. Therefore, the development of colleges and universities is also limited. Faced with this situation, we should explore innovative ways and ways for local colleges and universities to make profits together with local social and economic development. This is undoubtedly a win-win choice for local colleges and universities to get out of their predicament and promote local economic development. This article will take Heilongjiang University as an example to elaborate on the relevant strategic choices and practical issues of how to serve the development of regional economy in local colleges and universities.
