从20世纪90年代以来,内蒙古重点林区因“经济危困、资源危困”的情况,实施了天保工程,不断拓展林下经济发展领域,并将其列为后续替代产业发展的重要组成部分。经过多年经营发展,对林下经济规划和发展,都有明确的思路。内蒙古重点林区林下经济具备了一定的产业规模,在认真分析内蒙古区域森林资源现状的基础上,结合经济社会发展规划,提出战略目标,把保护生态、发展林业,大力抓好林下种养业,充分利用森林旅游资源,促进经济和生态文明的协调发展,促进林下经济可持续发展,对内蒙古经济社会发展意义重大。
