近20年来地方政府职能转变与结构调整一直是政界与学界共同关注的课题。作为我国行政管理体制改革的重要组成部分,其改革成败直接影响这场制度变迁的成效。然而地方政府职能转变与结构调整受到我国宏观政治经济制度框架、传统中央集权的政治行政文化与民族性格,以及几十年社会主义计划经济制度沉积的相互作用,具有强有力的路径依赖。
The transformation of local government functions and structural adjustment in the past 20 years have always been the common concerns of political circles and academic circles. As an important part of our administrative reform, the success or failure of the reform directly affects the effectiveness of the institutional change. However, the transformation of local government functions and structural adjustment are strongly dependent on the institutional framework of China’s macroeconomic and political system, the traditional centralized political culture and ethnic character, and the deposition of the socialist planned economic system over the past decades.
