目的:建立一套科学、有效与可行的新型农村合作医疗福利性评价指标,对新型农村合作医疗运行中农民福利性获得情况进行深入科学的评价,为新型农村合作医疗管理的科学化、规范化和信息化提供基本依据。方法:应用文献归纳法和专家咨询法确定新型农村合作医疗福利性评价指标;应用模糊综合判断法确定指标的权重系数。结果:建立了包括就医经济可及性、医疗卫生资源可及性及居民满意度的三类新型农村合作医疗福利性评价指标,其中就医经济可及性包含15个,医疗卫生资源可及性6个,居民满意度6个。结论:本评价指标具有较好的合理性和可靠性,可用于新型农村合作医疗运行中农民福利性获得情况的跟踪评价。
OBJECTIVE: To establish a set of scientifically, effectively and practically feasible new rural cooperative medical welfare evaluation index to conduct an in-depth and scientific evaluation of the peasants’ welfare gain in the operation of the new rural cooperative medical care and to provide a scientific and standardized management of the new rural cooperative medical care Information provided the basic basis. Methods: To determine the evaluation index of the welfare of new rural cooperative medical system by means of literature induction and expert consultation, and to determine the weight coefficient of the index by fuzzy comprehensive judgment. Results: Three kinds of new types of rural cooperative medical welfare evaluation indicators including access to health care, access to health care resources and residents’ satisfaction were established. Among them, 15 were available for medical care, and the accessibility of health care resources 6 A, residents satisfaction 6. Conclusion: This evaluation index has good rationality and reliability, and can be used for follow-up evaluation of farmer welfare gain in the operation of new rural cooperative medical care.
