构建社会主义和谐社会是21世纪我国一项重大而系统的战略部署,保证其落到实处需要构建一套科学、有效的评价指标体系。在把握和谐社会科学内涵的基础上,遵循指标构建的原则,采用文献分析、问卷调查、专家咨询等科学方法对监测、评价和实施和谐社会的具体指标、指标权重和评分标准进行深入研究与构建,初步形成了一套包括客观评价指标和主观感受指标在内的系统、全面的和谐社会评价指标体系;并对构建、实施与完善和谐社会评价指标体系提出可资借鉴的对策建议。
