电力设施是生产活动顺利进行的承载体,在经济社会中发挥着重要作用,关系到经济运行安全、社会稳定和人民生命财产安全。但是,有意或无意破坏电力设施的行为还是时有发生,在给国家造成财产损失的同时,也威胁着工农业生产和社会的和谐稳定。宣传电力设施保护的法律法规,对提高人们保护电力设施的意识,打击和处理破坏电力设施的人和事有重要作用。为此,本刊拟自2013年12期开始,开辟“政策法规”新栏目。栏目将分期刊登《湖南省电力设施保护和供用电秩序维护条例》全文和有关条款的解读、释义,以及专家、领导撰文、访谈,并适时报道政府、企业贯彻落实《湖南省电力设施保护和供用电秩序维护条例》的情况,推介典型经验,以飨读者。
Power facilities are the carrier of smooth production activities and play an important role in the economy and society. They are related to the economic operation, social stability and people’s lives and property. However, the intentional or unintentional destruction of power facilities still occurs from time to time, causing property damage to the country and threatening industrial and agricultural production and social harmony and stability. The promotion of laws and regulations on the protection of power facilities plays an important role in raising people’s awareness of protecting power facilities and in cracking down and handling those who destroy power facilities. To this end, the publication to be from the beginning of 2013 12, opened up “policies and regulations ” a new section. Column will be published in phases, “Hunan Electric Power Equipment Protection and Supply Order Maintenance Ordinance,” the full text and interpretation of the terms, definitions, and experts, leading author, interview, and timely reports of the government and enterprises to implement the “Hunan Provincial Power Facility Protection and Supply Order Maintenance Ordinance ”situation, to promote the typical experience to readers.
