(1) In 1903, a handful of Qing officials in charge of organizing foreign affairs took historic steps and founded the first public education institution of Chinese-owned children before they entered primary school, creating the history of early childhood education in China. Looking at the hundred-year history of preschool education in China and comparing with the history of preschool education in some countries over the same period, we can find several characteristics. First, the purpose and task of setting up a child care public education institution inevitably belongs to the needs of the times and the nature of the government.
