2003年国务院批准全国农信社改制以来,央行即专门发行特种票据,为各地的农信社改革提供资金帮助,取得了良好的效应。目前,全国各地的农信社改革工作均先后进入了申请兑付央行票据阶段,笔者从法律关系的角度,解构央行票据置换农信社不良资产涉及的法律关系,以期能为实际工作中涉及的问题提供解决思路。央行票据置换贷款的基础法律关系分析
