在《人民日报》这封来信面世后,作为体制中的一员,依据长期在基层工作生活的经历,我不太相信作者为一个刚刚入职的公务员。不错,信中反映的现象是客观存在的,但我以为没有这样的“新人”会如此曝光单位里的事,尤其是科长怎么做、局长怎么说之类。我的看法是:转作风的希望不在公职人员的自觉纠正,我们并不缺制度约束,而是落实出现了问题、不断反弹,甚至根本就没有停歇过,这些完全在预料之中。真正能够促使公职人员转作风的动力不大可能会由内而生,必须依靠外部倒逼,其中核心的
