本次调研以国内28个省、直辖市和自治区以及机械、化工、冶金、电子、轻工、纺织等6个行业和不同所有制的近400家企业为评价、调研对象。评价以调查表的形式要求评价对象围绕(1)《转机条例》规定的14项经营自主权落实得怎样;(2)人事、劳动用工、分配等3项制度的改革进行得怎样(人事方面,企业副职和中层干部是否实行聘任制;劳动用工方面,是否实行合同化管理,是否实行合理组合,定岗、定员、定责是否已经解决;分配方面,是否有一套适合本企业
This survey was conducted in 28 provinces, municipalities directly under the Central Government and autonomous regions, as well as nearly 400 companies in six industries including machinery, chemicals, metallurgy, electronics, light industry and textiles, and different ownership systems. In the form of a questionnaire, the evaluation requires the evaluation object to focus on (1) how the 14 operating autonomy prescribed by the “Transferring Regulations” is implemented; (2) how is the reform of the three systems of personnel, labor employment, distribution, etc. carried out? (Personnel, Whether the deputy and middle-ranking cadres of the enterprise implement the appointment system; whether labor and employment are subject to contractual management; whether a reasonable combination has been implemented; whether the determination of the post, staffing, and responsibilities have been resolved; and whether there is a suit for the enterprise in terms of distribution.
