中国的无功电压问题日益突出 ,研发电力系统全局电压优化控制系统已经成为当务之急。文中借鉴了法国等欧洲国家的成功经验 ,面向国内网、省调 ,以现有的能量管理系统为基础 ,设计实用的全局电压优化控制系统。提出了“软分区”的 3级电压控制的新思路 ,无须建设“硬”区域电压控制器 ,而是在控制中心建设“软”二级控制和“软”三级控制 ,以软件方式来实现控制的时空解耦 ,较好地解决了多目标控制问题。探讨了控制系统在实现中的一些重要问题。这种新的控制模式非常适合发展中的中国电力系统 ,即将在江苏省电网得到应用
China’s reactive power voltage problems have become increasingly prominent, the development of global power system voltage optimization control system has become a top priority. The article draws on the successful experience of France and other European countries for the domestic network, the provincial transfer, based on the existing energy management system based on the design of a practical global voltage optimization control system.
