从现在起至本世纪末是河北省经济发展的关键时期。抢抓机遇,加快发展,仍然是贯穿整个经济工作的主旋律。在继续贯彻落实好《河北经济振兴大纲》的基础上,进一步明确河北省“九五”期间经济发展的思路和要点,已成为加速推进改革开放建设经济强省的当务之急。 一、形势判断:机遇与挑战并存 90年代后半期,河北省经济发展面临着一个较为有利的国际环境,加快发展的有利条件很多,机遇占据主要位置。 世界经济仍将向多极化方向发展,各国综合国力的较量将更加激烈,经济区域集团化的趋势将继续得到加强,世界经济增长中心将加快东移,亚太地区可能成为世界经济高速增长的中心。多极的世界经济格局,孕育着多种多样的合作与竞争方式,有利于河北省运筹于各极和各区域经济集团之间,更有效和更广泛地开展国际经济

Seizing opportunities and accelerating development are still the main theme throughout the entire economic work. On the basis of continuing to implement the Outline of Hebei Economic Rejuvenation, further clarifying the thinking and key points of Hebei’s economic development during the Ninth Five-year Plan period has become the top priority of accelerating the reform and opening up and building a strong economic province. I. Judgment of the Situation: Coexistence of Opportunities and Challenges In the second half of the 1990s, Hebei’s economic development was facing a relatively favorable international environment. The world economic growth center will accelerate its eastward move. The Asia-Pacific region may become the center of world economic growth . The multi-polar world economic pattern has created a great variety of ways for cooperation and competition, which will be conducive to the operation of Hebei Province between the poles and various regional economic groups and the more effective and extensive international economic development.
