政府采购制度作为政府支出管理的重要制度,在西方发达国家已广为应用。由于政府采购支出所遵循的公开、公正、公平的原则和购买支出所达到的规模效益,其影响涉及到对国民经济的宏观调控以及国内国际经济合作领域。我国在社会主义市场经济体制建设过程中,有必要建立既具有中国特色又能与国际惯例接轨的政府采购制度。

As an important system of government expenditure management, the government procurement system has been widely applied in the western developed countries. Because of the open, fair and equitable principles followed by government procurement expenditures and the economies of scale achieved by purchasing expenditures, the impact is related to the macro-control over the national economy and the fields of domestic and international economic cooperation. In the process of building a socialist market economic system in our country, it is necessary to establish a system of government procurement that combines both Chinese characteristics and international practices.
