本文介绍了鞍钢钢铁研究所在科研管理中所采用的几种方法,包括计划管理、目标管理、综合性管理和几种奖励分配办法,并对各种办法在实施中的效果进行比较。科研课题管理以计划性管理和目标管理相结合的综合性管理为佳;奖金分配办法以效益承包奖励办法为宜;但系数奖励法在初期改革中也会起到积极作用。本文指出,迄今为止,没有一种办法已达到完整无缺的程度,各种办法均在初步探索阶段,无论采用哪种办法,都需要随着改革的不断深入使其更进一步完善。
This article describes several methods used by Angang Iron and Steel Research Institute in scientific research management, including plan management, goal management, comprehensive management and several reward distribution methods, and compare the effects of various methods in implementation. The management of scientific research projects should be based on a combination of planned management and objective management. It is advisable that bonus distribution methods be rewarded by efficient contracting. However, the coefficient incentive method will also play an active role in the initial reform. The paper points out that so far, no one method has reached a complete degree, and all methods are in the initial stage of exploration. No matter which method is used, it needs to be further improved along with the continuous deepening of the reform.
