Since 1985, the absolute amount of foreign debt in the countries of the Soviet Union and the East has been on the rise. This has caused notable changes in the credit and financial relations between the East and the West. In the long run, the Eastern European countries have failed to get rid of the predicament of the trade deficit and their products are not competitive in the international market. In particular, the decline of the international oil market has hit the Soviet Union even more seriously. In recent years, due to the imbalance of domestic economic policies and the perilous crisis, these countries have been forced to embark on a massive debt-seeking course in an attempt to stimulate the economy
