随着改革开放的不断深入和市场经济体制的确立,供水管理体制中的深层次矛盾及制度性缺陷等问题逐渐暴露,严重制约了供水企业的生产经营和发展。根据河南省关于加快市政公用行业改革和国有企业改制工作的要求,为了促进郑州市经济和社会发展,促进郑州市城市供水事业发展,郑州水司结合自来水企业实际情况在推进自来水企业体制改革方面进行了一些思考和探索。
