1988年国务院批准实行投资管理体制改革近期方案后,全国各省区市,除云南、贵州、广东、西藏外,其它26个省区市和14个计划单列市都相继成立了综合性投资公司,其中辽宁、福建、青岛、哈尔滨等省市投资公司已发展为集团公司。山东、黑龙江、四川、天津、青岛、厦门等省市投资公司具有非银行金融机构职能,吉林省已组建投资股份公司,由省投资公司控股,福建投资公司控股参股资金占基金总额的40％。有的省投资公司发展较快,基建基金余额和年经营管理投资规模都已达数十亿元。
After the State Council approved the recent implementation of the reform of the investment management system, all the provinces, autonomous regions and municipalities in China, except Yunnan, Guizhou, Guangdong and Tibet, have set up comprehensive investment companies one after another in 26 provinces, autonomous regions and municipalities directly under the central government Liaoning, Fujian, Qingdao, Harbin and other provinces and cities investment company has developed into a group company. Investment companies in Shandong, Heilongjiang, Sichuan, Tianjin, Qingdao, Xiamen and other provinces and cities have the function of non-bank financial institutions. Jilin Province has set up an investment joint-stock company, which is controlled by the provincial investment company. Fujian Investment Company holds 40% of the total fund shares. Some provincial investment companies have developed rapidly, and the balance of infrastructure funds and the annual investment in management have reached billions of dollars.
