1994年2月5日国务院会会议决定成立中国广东核电集团,提出“以核养核,滚动发展”的建设方针,并要求积极进行岭澳核电站的论证工作。1995年1月5日成立二核筹建办,并开始与通用电气-阿尔斯通公司进行议标协议谈判。1995年1月23日国家计委核电办公室召开核电国产化会议。

On February 5, 1994, the State Council decided to set up the China Guangdong Nuclear Power Group and put forward the construction guideline of “nurturing nuclear power and rolling development” and demanded that the demonstration work of the Ling Ao Nuclear Power Station should be actively carried out. On January 5, 1995, a two-core preparatory office was set up and negotiations with the General Electric-Alstom Co. were started. On January 23, 1995, the State Development Planning Commission’s Nuclear Power Office held a nuclear localization conference.
