当前,我国市场经济和国有企业改革正处在攻坚阶段,需要包括社保体制改革在内的各项措施协同进行。各级财政社保部门和社保财务管理干部更要深刻认识到加快社会保障体系建设的重要性和紧迫性,加强和改进社保财务管理,大力推进社会保障体系建设,尽快建立适应社会主义市场经济需要的资金来源多渠道、保障方式多层次、权利与义务相对应、管理和服务社会化的社会保障体系。今后一个时期,要着力加快以下“六个体系”建设:
