The Phosphorus Index (PI) is a risk assessment tool that classifies the vulnerability of land-loss phosphorus in combination with phosphorus sources and transmission factors. This paper describes the structure and concept of conditional phosphorus index as an effective tool for education and phosphorus management that can be adjusted to assess the actual environmental conditions in Sweden. Since the importance of a given factor to phosphorus loss strongly depends on their interaction with other factors, more precise process descriptions and quantitative conditioning rules are essential. Considering the loss of phosphorus through soil profile, the calculation of active phosphorus and inert phosphorus alone, and the evaluation of the loss of phosphorus in soil erosion loss by dynamic method, are some completely new characteristics of the education and management tools proposed in this paper. The proposed method was tested by comparing the calculated PI values with the annual P transmission observed from seven observation sites in a Swedish water quality monitoring program. The first tests show that this method can be successfully used for phosphorus loss risk assessment.
