1国家碳排放政策执行情况2012年1月13日,国家发改委宣布北京、上海、天津、重庆、湖北、广东、深圳7省市在全国率先获准开展碳排放交易自愿减排试点工作,成立了7家碳排放交易所,具体是:北京环境交易所、上海环境能源交易所、天津排放权交易所、重庆碳排放权交易所、湖北碳排放权交易所、广州碳排放权交易所、深圳排放权交易所。开始逐步建立国内碳排放交易市场,目标是到2020年,要在2005年的基础上单位GDP的二氧化碳降低40%~45%,非化石能源在一次能源中的比重要达到15%。
