网上辽宁港的实质是港口运营信息化解决方案和电子商务,是用电子信息系统整合辽宁沿海经济带的临港产业。辽宁沿海经济带的建设,港口发展在其间具有核心战略地位。《辽宁沿海经济带发展规划》和《东北地区振兴规划》都提出要整合沿海港口资源,全面提高航运、物流等行业的服务能力和水平,建设东北亚航运中心及跨国陆海联运国际贸易大通道。
