各市、县人民政府,区直各委、办、厅、局:我区各级人民政府及其有关部门按照国务院关于加强消防安全工作的要求,积极组织开展消防安全检查,采取有力措施整治重大火灾隐患。2004年上半年全区共排查发现重大火灾隐患96个,到目前为止,督促完成整改20个,依法取缔消防安全不合格场所3个,已做到“整改三落实”的38个,仍未整改的35个(其中,2003年通报的重大火灾隐患10个)。为彻底整治消除重大火灾隐患,有效预防重特大火灾尤其是群死群伤恶性火灾事故的发生,维护人民群众生命财产安全,确保首届中国—东盟博览会期间的消防安全,经自治区人民政府同意,现将35个未整改和38个已落实整改措施的重大火灾隐患场所予以通报(名单见附件),并提出以下工作要求:

In the first half of 2004, a total of 96 major fire hazards were uncovered in the entire district. So far, 20 rectification projects have been urgently urged and 38 firefighting unqualified sites have been banned in accordance with the law. As a result, 38 have been rectified and implemented, 35 not rectified (of which 10 were reported as major fire hazards in 2003). In order to completely rectify and eliminate major fire hazards, effectively prevent the occurrence of serious fires, especially those caused by mass deaths and mass wounds, safeguard the safety of people’s lives and property and ensure the fire safety during the First China-ASEAN Expo, with the consent of the people’s government of the autonomous region, 35 non-rectification projects and 38 major fire hazards sites that have implemented rectification measures are to be notified (for the list, see the attachment), the following work requirements are proposed:
