西部大开发将是一个漫长的过程,是“一个长期的几十年甚至上百年的过程,需要西部几代人的甚至十几代人的长期艰苦奋斗”的过程。西部大开发,应该是教育、基础设施、环境、科技、思想观念,哪个先行?依我之见,西部大开发应该坚持两手抓,一手抓“人”一手抓“钱”,两手都要硬。
