国防科技人才指从事国防科学技术研究和武器装备研制、试验、生产的骨干科技人员。国防科技队伍是国防科技人才的基础。一、国防科技队伍现状分析建国30多年来,我们建立起了一支规模庞大、实力雄厚的国防科技队伍,为国防建设和国民经济建设作出了巨大的贡献。这支国防科技队伍素质较高,攻关能力强,是我国整个科技队伍中的精华,是国民经济建设和国防建设中的一支重要力量。但在新形势下的国防科技队伍的发展面临着深刻的挑战,同时也存在着尖锐的矛盾和问题。1.国防科技队伍的潜力有待进一步开发随着以经济建设为中心的发展战略的确立,以及国防建设指导思想的战略性转移,国家对国防科研、生产任务进行了大规模的削减和调整,在临战状态的指导思想下建立起来的专业众多、规模庞大的国防科技队伍,面临着“饥饿”或“半饥饿”的状态。1987年国防科技工作的民品产值已占其总产值的2/3左右,然而,国防科技队伍仍然面临着任务不饱满、人顽相对过剩、人才浪费较大的局面,国防科技队伍的巨大潜力还没有得到充分的发挥。我们在兵器工业和航天工业系统的部分在京研究院所的科研人员中进行了抽样调
