技术是增值服务最根本的原动力。增值电信业务是凭借公用电信网的资源和其它通信设备而开发的附加通信业务,由于该业务实现的价值使原有网路的经济效益或功能价值增高,故称之为增值电信业务。
Technology is the most fundamental driving force of value-added services. Value-added telecommunication services are additional communication services developed by virtue of the resources of the public telecommunication network and other communication devices. Since the value of this service enables the economic benefits or functional value of the existing networks to rise, it is called value-added telecommunication services.
